BERLIN, Germany, June 30 – The Government of Kenya and the Federal Republic of Germany have signed Comprehensive Development under the Government-to-Government (G-to-G) Development Cooperation framework paving the way for the financing of strategic development programmes in Kenya over the next two years.

The financing cooperation agreement was signed in Berlin, Germany by the Principal Secretary for the National Treasury, Dr. Chris Kiptoo on behalf of the Government of Kenya and Ms. Bärbel Kofler, Parliamentary State Secretary to the Federal Minister for Economic Cooperation and Development (BMZ) on behalf of the Government of the Federal Republic of Germany.

The signing marks a significant milestone in the longstanding bilateral partnership between Kenya and Germany and reaffirms the two countries’ shared commitment to advancing sustainable development, economic transformation, social inclusion and institutional strengthening.

The agreed financing commitments will support the implementation of development programmes and projects in key sectors, including irrigation and water resource management, trade and investment, information and communication technology (ICT), justice, human rights and constitutional affairs.

In the irrigation sector, the partnership is expected to accelerate investments in irrigation infrastructure development, climate-resilient agricultural systems, sustainable water management, and support for smallholder irrigation schemes, contributing significantly to Kenya’s food security agenda and agricultural transformation.

Additionally, the cooperation framework will also strengthen trade and investment promotion initiatives, support industrial development and value addition, enhance digital transformation and innovation ecosystems and promote the advancement of governance, justice, constitutionalism and human rights as critical pillars of sustainable development.

Principal Secretary for Irrigation Ephantus Kimotho attended and witnessed the signing ceremony, underscoring the importance of the Kenya-Germany partnership in advancing irrigation development and supporting the country’s broader socio-economic transformation agenda.

The signing concludes the current round of Government-to-Government Development Cooperation Negotiations between Kenya and Germany, during which both countries reviewed ongoing programmes and identified strategic priority areas for future collaboration.

Further, they agreed that the next round of bilateral development cooperation negotiations will be held in Nairobi, Kenya in two years’ time, providing an opportunity to assess progress made under the current financing commitments and identify new areas of cooperation.

The renewed partnership reaffirms the strong and enduring relations between Kenya and Germany, anchored on mutual trust, shared values, and a common commitment to promoting sustainable development and improving the livelihoods of citizens in both countries.
